Update the state of the environment

Perform one step of the simulation updating it’s state, each update performs the following steps

• Shuffle the order of transactions in the current queue

• Execute the instructions in sequence

• Update the market time

• Record the new state of the market

Transactions should be submitted by agents prior to calling step, where all transactions currently in the queue will be processed.
